METHODOLOGICAL APPROACHES TO RESEARCHING THE MANAGEMENT OF A TECHNICAL EDUCATIONAL AND SCIENTIFIC CLUSTER

Introduction. This article delves into the complexities of managing Technical Educational and Scientific Clusters (TESCs). It underscores the importance of a comprehensive methodological approach to understand the interactions between cluster participants, assess their performance, and identify factors influencing cluster development. We argue that such an approach is crucial for formulating effective strategies to foster the growth and sustainability of TESCs. Purpose. The primary objective of this research is to establish a robust methodological framework for studying the management of TESCs. By examining the various components of a TESC, including its interactions with external environments and internal dynamics, the study aims to provide insights into optimizing the performance of these clusters. Methodology. We adopt a multi-faceted approach to research, combining quantitative and qualitative methods. These include: Literature review: a comprehensive analysis of existing research on clusters, TESC, and related concepts. Document analysis: examination of relevant policies, reports, and other documents related to TESC development. Surveys and interviews: data collection from stakeholders involved in TESCs, including academics, industry representatives, and policymakers. Case studies: in-depth analysis of specific TESC examples to provide context-specific insights. Findings. The study reveals that a successful TESC requires a holistic approach that considers various factors, including: Collaboration and partnership: effective collaboration among academia, industry, and government is essential. Innovation and knowledge transfer: TESCs play a crucial role in fostering innovation and transferring knowledge between different sectors. Human capital development: investing in human capital is vital for the long-term success of TESCs. Policy support: a supportive policy environment is necessary to encourage the growth and development of TESCs. Originality. The originality of this research lies in its comprehensive and integrated approach to studying TESC management. By combining multiple methodological perspectives, we offer a nuanced understanding of the complexities involved in developing and managing these clusters. Additionally, the study contributes to the field by providing a framework for future research on TESCs, especially in the context of emerging economies like Ukraine. Conclusion. The article concludes that effective management of TESCs requires a multi-faceted approach that considers the interplay of various factors, including institutional, social, and economic. By adopting a holistic perspective and employing a combination of qualitative and quantitative methods, researchers can gain valuable insights into the dynamics of these complex systems. The findings of this study have significant implications for policymakers, educators, and industry practitioners seeking to foster innovation and economic development through the establishment and management of TESCs.
