IMPROVING THE QUALITY OF EDUCATION AS A FACTOR IN THE RESTORATION AND PRESERVATION OF HUMAN CAPITAL UNDER MARTIAL LAW AND POST-WAR RECONSTRUCTION OF THE COUNTRY

Abstract

Introduction. The full-scale war in Ukraine has caused significant losses of human capital manifested in forced migration, destruction of educational infrastructure, interruption of the educational process, and a reduction in the availability of educational services. Under such conditions, education becomes a key mechanism for preserving and restoring human potential. Improving the quality of education is therefore increasingly recognized as a strategic factor for maintaining the intellectual potential of society and ensuring the country’s long-term socio-economic recovery.
Purpose. The aim of the article is to investigate the role of improving the quality of education as a key factor in the preservation and recovery of human capital in Ukraine under martial law and during the post-war reconstruction period.
Methods. The study is based on a systematic analysis of scientific publications, analytical reports of international organizations, and legislative documents regulating educational policy. The research employs methods of theoretical generalization, comparative analysis, and synthesis of contemporary studies devoted to human capital development and the functioning of education systems under crisis conditions.
Results. The study demonstrates that the quality of education should be considered as a multidimensional characteristic of the educational system, encompassing learning outcomes, organization of the educational process, resource provision, accessibility, and relevance to the needs of society and the economy. It is established that war has significantly affected the functioning of Ukraine’s educational system, leading to disruptions in learning continuity, damage to educational infrastructure, and large-scale migration of students and academic staff. At the same time, the crisis has accelerated the introduction of digital and blended learning formats, which have partially compensated for the limitations caused by security risks and displacement. The research shows that strengthening the quality of education contributes to the development of competencies necessary for innovation, economic modernization, and sustainable development, thereby playing a crucial role in rebuilding the country’s human capital.
Originality. The scientific novelty of the study lies in substantiating the systemic relationship between the quality of education and the processes of preservation and recovery of human capital in wartime and post-war conditions. The research conceptualizes the improvement of educational quality not only as a pedagogical task but also as an important component of national recovery policy aimed at strengthening the intellectual and innovative capacity of society.
Conclusions. It is concluded that improving the quality of education should become one of the priorities of Ukraine’s recovery strategy. This requires modernization of educational infrastructure, expansion of digital learning opportunities, strengthening of teacher professional development, and integration of Ukrainian education into the European educational space. The implementation of these measures will contribute to preserving the country’s intellectual potential, strengthening human capital, and ensuring sustainable socio-economic development in the post-war period.
