CLUSTERIZATION AS AN INNOVATIVE MECHANISM OF CIVILMILITARY EDUCATIONAL PARTNERSHIP

Abstract

Introduction. The article substantiates the importance of clustering as an innovative mechanism for the development of civil-military scientific and educational partnership on the principles of unity of Education, Science and Innovation, which will contribute to improving the quality of training of military specialists, harmonizing the content, forms and technologies of this training with NATO standards and bringing it into line with the needs of protecting Ukraine from russian armed aggression. Purpose. Accordingly, the purpose is defined as an analysis the importance of clustering as an innovative mechanism for interaction between higher education institutions and stakeholders and substantiating the feasibility of creating innovative civil-military scientific and educational clusters to improve the personnel support of the Armed Forces of Ukraine, increase the morale and fighting spirit of military personnel, and bring the level of training of military specialists closer to NATO standards. Methods. Using methods of systemic and comparative scientific analysis, the article describes models of partnership between universities and partners of innovation activities. Theoretical analysis of the clustering problem and empirical analysis of the existing experience of the functioning of innovative clusters in the medical and military-industrial spheres created the basis for substantiating the scientific and organizational approach to the formation of an innovative public-military educational and scientific cluster. Results. The possibilities and prospects for integrating higher education institutions, higher military education institutions, scientific institutions, military organizations and structures, defense and military clusters, entrepreneurs, volunteers and other stakeholders into an innovative civil-military educational and scientific cluster are substantiated. Originality. The article identifies promising areas of activity of the innovative civil-military scientific and educational cluster and substantiates the benefits of participating in it for universities, stakeholders, and the state as a whole have been substantiated. Conclusions. Clustering is an effective mechanism for interaction between participants in innovative activities, as it allows achieving a cumulative effect. In the context of confronting russian armed aggression, the clustering mechanism will allow for the optimal combination of the efforts of the military, educators, the state, entrepreneurs, and civil society to create an innovative system for training military specialists in accordance with NATO standards and modern conditions for conducting military operations. Іn the future, it is advisable to substantiate the conceptual principles and tools for creating an innovative military-civilian educational and scientific cluster that will unite stakeholders for systematic work for victory.
